DataMade partnered with The Preservation Compact and the Institute for Housing Studies (IHS) at DePaul University to build a web tool designed to facilitate evidence-based decision-making in preservation strategies for Naturally Occurring Affordable Housing (NOAH) based on a two-year research project funded by the Chan Zuckerberg Initiative (CZI).

To inform the development of policies for preserving NOAH, six rental clusters were identified across the 50 largest metropolitan areas in the United States with similar renter concentration, renter demographics, rental housing stock, and development patterns. The interplay of these dynamics creates a key affordability challenge in each market type and thus suggests which policy tools will be most effective there.

The web tool also hosts a directory of innovative preservation strategies tailored to the local market conditions of Cities across the U.S., including insights into unique structures, funding sources, and strategic partnerships.
